Type Number for Location Report

I received a telephone call at 10: 31 today. I answered the device and no one responded, ultimately a speech that was recorded came on and mentioned to enter a number, I kept saying hello then the device hung up, got dial-tone. I've caller ID also it provided the number that named to me. 1-916- 371-0183. I obtained a signal that was chaotic after I called back,. But the Identification also read out Bell. Generally there is a 371 phone number Sacramento, when calling another 916 location no importance of the 1 in the front. I do not have Pacific Bell assistance, when they call they generally identify themselves and keep a return number to achieve them and I have AT. I'm quite embarrassed with these prank callers. I wish to block them! Inform me how and please remove their telephone support, so we won't be bothered by them< thank you JLT
