I called back. No answer.then they called back with caller id declaring my range was calling

When answer, nobody responds calls repeatedly

They hold up instantly once I pick up, which means you can not demand they cease calling. I've documented several problems for that same reason (calling and hanging up) against telephone numbers situated in Washington State.
