Type Number for Location Report

I've received multiple calls using this number at odd moments- two calls were after 10 pm over a week night. I was obviously irritated and called back once again to see if this person may just have dialed the incorrect number nonetheless, I get a message in oriental or some dialect that I cannot understand and there was no provision for me personally to leave a message as there was no beep after their incoming message. I'd prefer to document this as harrassment and am attempting to find out if I can stop calls from this number. I have also received numerous calls from this number during work hours in the day- I see them when I return from work at night. These calls didn't bother me around the ones obtained after 10 pm- three calls in just a period of 45 minutes and no answer once we picked up the telephone.
