missed phone-calls on my cell-phone. They did not leave a message. Second-time though in a week i've had an unusual number call me such as this.

The call was pre recorded and was an email to contact somebody (it wasn't distinct) instantly about reducing my credit card "price", but there was no identification whatsoever about was contacting. I have gotten so many calls such as this and once you phone-calls them back it is obvious that the number was created from a "disconnected" number. I believe these individuals are using this pretext calls to test and obtain some sort of details about your handset. Each and every one of these calls needs to be reported to the FTC as prerecorded messages are no longer permitted.

These documented individuals suggest that they are "Card Services" and ask if you want to lessen your credit card interest. They state that is your last call because we haven't taken care of immediately preceding calls or messages (if there were any). Directions are to press 1 to speak to a live representative. BTW, we're to own creditcard balances of $3,000 or more. Whenever A live representative came to the hand-set she asked if we wanted to minimize our creditcard interest-rate. I asked why they keep calling our mobile number. The line went dead.
