It's a fraud - they'll MAIL you this information and ask you to produce payment arrangements, if you owe money for the IRS. The IRS doesn't call people and threaten them with arrest for fraud. Please do record the decision for the genuine government at www.irs.gov

Cheers, I did so report the decision to the government and also recorded a report for the FTC. I blocked the numbers from my handset so has been fairly silent:)
