This is a FRAUD they're sending out letters across the country trying to become if they are a set agent for celluar companies. They are NOT. DON'T PAY THESE PEOPLE!!!! They're just changing amounts, but stay static in the MI place, they are to be under EXPLORATION by the FBI shortly. AGAIN, DO NOT answer these people.
